PM Shehbaz Approves Strategic Reform Roadmap for Pakistan Railways

Comprehensive plan focuses on freight growth, modernization, digitization and private sector investment

ISLAMABAD (Finale) Prime Minister Shehbaz Sharif has approved a comprehensive strategic roadmap for reforms in Pakistan Railways during a high-level meeting held to review the future direction of the national rail network.

Chairing the meeting, the prime minister emphasized that Pakistan Railways possesses significant potential to become a safe, affordable and efficient mode of transportation for both passengers and freight services.

Shehbaz Sharif described freight operations as the backbone of the railway system and directed authorities to prioritize the development and expansion of cargo transportation services to improve revenue generation and operational sustainability.

The prime minister instructed officials to engage internationally renowned experts and consultants to support the implementation of the reform roadmap and ensure global best practices are adopted.

He also directed that private sector investment be encouraged through public-private partnership (PPP) models to modernize infrastructure, improve services and strengthen the financial position of Pakistan Railways.

The meeting was informed that the reform roadmap includes ambitious targets for increasing market share in both passenger and freight sectors. Key priorities include improving service quality, enhancing network capacity, strengthening governance, promoting digitization and achieving long-term financial stability.

The plan also covers the expansion and upgrading of railway infrastructure, regional connectivity projects, modernization of coaches and stations, right-sizing measures and the upgradation of major rail corridors including ML-1, ML-2 and ML-3.

Prime Minister Shehbaz Sharif noted that an improved railway system would reduce traffic pressure on roads, lower transportation costs and contribute to environmental sustainability through reduced carbon emissions.

He further stated that the development of Pakistan Railways would strengthen regional connectivity, facilitate economic activity and create new opportunities for trade and investment across the country.

The meeting was attended by federal ministers, senior government officials and representatives of relevant institutions who were briefed on the reform objectives and implementation strategy.
